There is no official number. This list has 561 words at JLPT N4, and 1,190 counting every level up to it. Study lists differ in size because each one is compiled independently.
Is this the official JLPT N4 list?
No. The JLPT has not published vocabulary lists since 2010. This list builds on the most widely used community lists, with every reading checked against a dictionary and duplicate spellings removed.
What is the fastest way to learn these words?
Test yourself rather than re-reading. Trying to recall a word before you see its meaning, then reviewing it again just before you would forget it (spaced repetition), takes far fewer reviews than reading a list over and over.
